TotalEnergies as operator manages the overall contractor ecosystem, with Saipem as the principal EPC contractor ($3.7B), SLB OneSubsea for subsea systems, Siemens Energy for power generation, and CMHI for FPSO conversion.

In-Country Supply Chain (Angola)

Saipem/Petromar Ambriz Yard: The primary in-country fabrication facility, located in Bengo Province. Fabrication scope includes 5,500+ tonnes of metal structures, 12 suction anchors, flowline protectors, and SURF components. 94% Angolan workforce executing 1.2+ million man-hours.

Marine and logistics base — Luanda: Port facilities, vessel supply, crew changes, and logistics coordination for offshore operations. Angola's expanding port infrastructure supports the deepwater supply chain.

Angolan service companies: Local firms providing scaffolding, coating, inspection, catering, transport, warehousing, environmental services, and general support. Local content requirements ensure significant Angolan participation.

International Supply Chain

China (CMHI Nantong): FPSO conversion, hull modification, topsides fabrication, marine systems. Europe: Engineering design (Saipem Milan, TotalEnergies Paris), subsea technology (SLB OneSubsea), power systems (Siemens Energy). South Korea: Original VLCC Alsace hull (Samsung Heavy Industries 2012). Global: Drilling rigs (Valaris DS-12), specialized equipment, and consumables.
