Local Content Performance

The Kaminho project demonstrates exceptional local content performance. At the Saipem/Petromar fabrication yard in Ambriz, 94% of the workforce consists of qualified Angolan professionals — one of the highest local content ratios for a major deepwater fabrication program in sub-Saharan Africa. The entire Kaminho project involves over 10 million man-hours in Angola, primarily in offshore operations and construction at local yards.

Legal Framework

Angola's Local Content Law (Lei do Conteúdo Local) requires petroleum operators and contractors to maximize the use of Angolan goods, services, and labor in oil and gas operations. Enforced by the ANPG and MIREMPET, the law establishes minimum thresholds for Angolan participation across various operational categories including: employment (at all levels including technical and management), procurement of goods and services, technology transfer, use of Angolan subcontractors, and training and skills development.

Opportunities for Foreign Companies

Foreign companies can enter Angola's oil and gas sector through several mechanisms: joint ventures with registered Angolan companies, technology partnerships that transfer skills and capabilities, subcontracting arrangements with tier-1 contractors like Saipem, and direct registration with the ANPG as qualified service providers. Companies with specialized deepwater capabilities that are not locally available may receive temporary exemptions, but must demonstrate technology transfer plans.

Technology Transfer — TotalEnergies-Sonangol MOU

The TotalEnergies-Sonangol R&D Memorandum of Understanding signed at FID exemplifies strategic technology transfer. TotalEnergies will support Sonangol's Sumbe R&D center and develop capabilities in reservoir geology, process electrification, and photovoltaics. This type of institutional capacity building goes beyond standard workforce training to develop indigenous research and innovation capability.
